About the Project

PARAM - Pre Assessment Registry and Audit Mitra

Every matter filed in an Indian court is scrutinised by the Registry before it is numbered, and if the papers do not conform they are returned. The objections rarely arrive together: pagination first, then the court fee, then the certified copy. Each round trip costs days, and limitation does not pause while they pass. Under section 3 of the Limitation Act, 1963, a court must dismiss a time barred matter of its own motion, whether or not the point is taken.

The objection an advocate hears about a fortnight later was knowable on the day of drafting. In the Delhi High Court and the Supreme Court that checklist is published. Nothing was doing the checking.

PARAM runs it before you file. Upload the papers and nothing else. It reads the court, case type, case number and parties off the documents themselves, then measures the paperbook page by page for margins, pagination, scanned pages, resolution, untranslated vernacular text, and annexures relied on in the petition but absent from the bundle. It computes limitation from the certified copy's own endorsement, applying section 12(1), the prescribed period, the section 12(2) exclusion, the extension in SMW(C) No. 3 of 2020 dated 10.01.2022 and section 4 where the last day is a holiday, showing every step against the provision it used.

The result is one memo. Each defect carries the Registry's own wording, the rule it arises from, a link to the source and the page it sits on. PARAM then rebuilds the paperbook in filing order with a fresh index and continuous pagination, drafts the section 5 application with the delay computed day by day, and seals the assembled bundle so anyone can verify it has not changed since scrutiny.

The rulebook is 34 rules from the Delhi High Court List of Common Objections, the Supreme Court Rules, 2013 and the Delhi High Court E-filing Rules, 2021, each carrying its source and the date it was checked. The engine is deterministic. The model only classifies documents and reads dates out of them, so every defect resolves to a cited rule.

Key Features

Main features

Zero data entry. Upload the filing and nothing else. PARAM reads the court, case type, case number and parties off the documents themselves and shows the line it read each one from.

Page by page paperbook forensics. Left margins, printed pagination, missing text layers, scan resolution, script and untranslated vernacular pages, blank sheets and file size limits, measured on every page rather than sampled.

Annexure reconciliation in both directions. Annexures relied on in the petition but absent from the bundle, and annexures filed but never referred to.

A limitation engine that shows its working. Dates read from the certified copy's own endorsement, then section 12(1), the prescribed period, the section 12(2) exclusion, the extension in SMW(C) No. 3 of 2020 and section 4 for court holidays, each step displayed against the provision it relies on.

Registry Filing Score. A banded verdict from "Clear to file" to "Will be returned", gated the way the Registry actually works, so one fatal defect caps the whole filing.

A cited defect memo. Every defect carries the Registry's own wording, the rule it arises from, a link to the primary source and the page it sits on.

Automatic paperbook rebuild. The bundle reassembled in filing order with a regenerated index, cause title and continuous pagination stamped clear of whatever the documents already print themselves.

Section 5 condonation draft. The application prepared with the delay computed day by day and the statutory schedule already filled in.

Reviewed corrections. Proposed amendments are shown as a redline against the existing wording, each anchored to text that appears verbatim in the petition, for the advocate to accept or reject.

Cryptographic integrity seal. Every document hashed and signed into a canonical manifest with HMAC-SHA256, downloadable as a sealed pack with its certificate, and verifiable by anyone on a public page with no account.

PARAM Assistant. A filing assistant that answers with the bundle in context and cites the rule it answered from.

A verified rulebook. 34 rules from the Delhi High Court List of Common Objections, the Supreme Court Rules, 2013 and the Delhi High Court E-filing Rules, 2021, each carrying its source and the date it was checked.

Deterministic by design. The model classifies documents and reads dates; the engine decides. Every defect resolves to a cited rule, and scrutiny, limitation and the rulebook all run without an API key.
