Milestone is a LegalTech and GovTech demo prototype designed to explore how roadside compliance can be simplified for commercial vehicle operators and drivers in India. The current version is a proof-of-concept intended to demonstrate the workflow, interface and decision logic of the proposed system; it does not yet connect to live government databases or make authoritative legal determinations.
The idea addresses a practical problem faced by the transport sector: compliance information is often fragmented across vehicle documents, permits, insurance records, pollution certificates, challans, toll systems and different government platforms. When a truck or cab is stopped by traffic police, transport authorities or toll officials, the driver may not know which documents are required, whether the alleged violation is consistent with the vehicle’s actual compliance status, what amount is legitimately payable, or how the issue should be escalated to the fleet operator. This can lead to unnecessary delays, avoidable penalties, undocumented payments and operational losses.
Milestone seeks to create a single, driver-friendly compliance layer around this experience.
The demo maintains a consolidated compliance profile for both the vehicle and the driver, including registration, insurance, fitness certification, pollution certification, driving licence, permits and other transport-related requirements. It monitors validity and expiry, highlights documents requiring attention and provides an indicative pre-dispatch view of whether the core compliance requirements appear to be in order. In the present prototype, this functionality is demonstrated using sample and simulated data.
Its central feature is the roadside enforcement workflow. When a driver is stopped, the app allows the driver to record the alleged violation, access the relevant compliance document, capture the GPS location of the stop, upload or scan a challan, record any payment or receipt and create a structured incident record. The system can then compare the allegation with the compliance information available for that vehicle.
For example, if a challan alleges that the vehicle has no valid insurance but the system shows that the insurance policy remains current, Milestone does not declare the challan unlawful. Instead, it identifies a potential compliance mismatch and escalates the matter for fleet review. Conversely, if the vehicle’s PUC certificate has expired and the allegation concerns pollution compliance, the system identifies a confirmed compliance issue.
This distinction is central to the design of the prototype. Milestone is not intended to help users evade legitimate enforcement or automatically challenge public authorities. Its function is to make the underlying information visible, structured and reviewable.
The platform also demonstrates how a direct link could be created between the driver and the fleet office. Incidents can be escalated with the relevant vehicle details, GPS location, challan information, document status and supporting evidence. Fleet operators can then monitor unresolved incidents, compliance gaps, roadside delays and expenditures that lack corresponding documentation.
Milestone operates at the intersection of motor vehicle and transport regulation, administrative law, commercial compliance, technology law, data governance and access to justice. It also reflects an important LegalTech principle: AI and automation do not always need to replace human judgment. They can instead function as a verification and coordination layer.
The broader objective of the exercise is to demonstrate how three stages that are often fragmented can be connected: before the journey, by identifying obvious compliance gaps; during roadside enforcement, by helping the driver understand and document the interaction; and after the incident, by enabling the operator to review the event against the available compliance record.
Ultimately, Milestone is a demo of how commercial road transport compliance could become more accessible, transparent, auditable and operationally efficient. The long-term vision is to develop the prototype into a production system capable of integrating authorised sources such as VAHAN, SARATHI, DigiLocker, eChallan, insurers and toll systems into a unified roadside compliance and response platform.
